Ml agents boids fish

This is a simple experiment to see if it's possible to make a boids like simulation with ml agents AI.  The gold fish is the target and the grey fish represents a shark which scares the agents.

This was built on an AMD 5600x and Nvidia 1070 and may not perform well on slower hardware.
